Movement of learners between districts
By 2013 all learners will be entitled to study for any of the new Specialised Diplomas being introduced as part of the government’s 14-19 initiatives. Only exceptionally will any one school, college or other provider be able to offer all of the new diplomas. It is likely therefore that some learners will have to travel to schools or colleges other than their current or nearest school or college, for all or part of their studies.
This document analyses the current movement of learners between districts in Essex, Southend and Thurrock (EST) and will assist Planning Groups by informing their decisions regarding the above concerns.

The Partnership recognised the need to map the links between employers, schools and colleges. Recognition of the contribution already being made by an employer avoids the same employers being continually approached and helps maintain goodwill between all parties. Trident, Education Business Partnership and all organisations under the Link-Ed umbrella also take this information into account. It is recognised the list is not comprehensive and needs to be regularly updated but it has proved invaluable in our relationship with business.

This is the first report from the Pan Essex Policy Executive Group (PEG) Data Manager to PEG and Pan Essex Strategic Group (PESG). The purposes of this report are to demonstrate an exemplar of the reports given to all 12 14-19 Planning Groups within the Essex, Southend and Thurrock (EST) area as well as to directly provide district/unitary level data which enables PEG/PESG to assess the Pan-Essex picture.

Between Census dates we rely on the Labour Force Survey for data in respect of qualifications of adults and participation in learning. The error margin for this data is calculated as 5%. Although this data covers the 16 - 69 age range young people in full time education are excluded as this data is collected by the DfES.
